the sustainability of regional electric power systems is a key factor in ensuring reliable energy supply and efficient functioning of the country's economy. An urgent task for the industry is to organize a regional electric power system that is resistant to changes in external and internal factors and is capable of providing reliable, efficient and cost-effective power supply. Nearby regions with pronounced similarities in economic specificity form clusters, within which relations are built on the principles of interaction and interdependence. The purpose of this article is to develop a cluster model based on regional specific indicators for the purpose of optimizing the management process. The result of the article is a model system that describes the resulting clusters and their correspondence to the specifics: economic, social, natural and technological. The study was based on regional statistical data and scientific treatises by domestic authors in the field of electric power industry and system stability.
