A seismic fragility curve expresses the probability of failure or damage states of a structure or a mechanical system due to earthquakes as a function of a ground motion index for instance, peak ground acceleration (PGA), peak ground velocity (PGV) and so on. They are useful for the design of a new structure, and for an existing one they are helpful for seismic retrofitting decisions, disaster response planning and quick loss estimation. In this paper, a numerical simulation approach based on. Maximum Likelihood Estimation (MLE) method is used to compute fragility curves for the buildings with sliding base foundation. The behavior of sliding base is modelled by a new bilinear model which includes the peak value of friction coefficient at the start of sliding and the average value during cyclic responses. The effects of the peak on responses were investigated through the fragility analysis of two degree of freedom system with this new hysteresis model at the base.
