ABSTRACT
In the current context of rapid science and technology development, especially during the fourth industrial revolution, hi-tech parks were established to help countries implement long-term development strategies. Development of hi-tech parks also transitions the economy towards the knowledge economy, driven by increasing pressure from international competition. The development of hi-tech parks has been one of key concerns of the central and local governments in Vietnam. Under these international and domestic conditions, Da Nang Hi-tech park was established under Decision No. 1979/2010/QD-TTg dated October 28, 2010. It is one of three national hi-tech parks in the Master plan on development of national hi-tech parks to 2030, approved by the Prime Minister. This paper aims to study the issues in development of hi-tech parks in the case of Da Nang, Vietnam. It starts with providing an overview about the role of hi-tech parks in socio-economic development, then proceeds to study and assess some issues around the development of Da Nang hi-tech park. The results show that there are (i) inadequacies in the construction, development, management and operation of the hi-tech park; (ii) inconsistencies in investment policies and incentive mechanisms; (iii) insufficient investment attraction for some projects; and (iv) lack of regulations on the technological suitability of projects in hi-tech parks. Based on that, the paper proposes some recommendations for developing Da Nang hi-tech park: (i) refine the management model framework of hi-tech park; (ii) improve policies and support mechanisms in hi-tech investments; (iii) establish linkage between entities in the network of hi-tech park development; and (iv) train, attract and develop human resources.
