ABSTRACT
It is axiomatic that language skills should be integrated in teaching and learning. However, it is the fact in Vietnam that learners are much better at writing and reading than at listening and speaking skills. The balancing of these 4 macro skills of Vietnamese speakers of English is an essential demand to reach the missions of the National Foreign Languages 2020 project. This paper aims to explain why listening comprehension assessment should be reinforced at secondary and high schools as a shortcut to English communicative orientation development. It also discusses the factors that need taking into consideration when designing a listening test. The authors of this paper also discuss some current issues between language teaching and testing in Vietnam. At the end of the paper, the authors also recommend some possible kinds of questions in designing a test and the support of ICT in applying listening tests on learners of English at secondary and high schools in Vietnam.
