In this paper, we consider the problem of modeling complex systems at several levels of abstraction. We proposed MAS-GiG, a multi-level multi-agent model for modeling crowd navigation systems. Our approach is based on the formation of different levels to enhance the effectiveness of managing distributed multi-level systems. The mechanism of formation of levels is carried out from the bottom up. Thanks to the multi level observation, the complexity of the system is reduced on each level, and the system can also provide instructions that guarantee an effective monitoring. For experimentation, the MAS-GiG model was applied in the case of navigation the crowd following the safe path for minimizing the number of casualties.
