Quan điểm giáo dục của Đảng và Nhà nước ta đã nhấn mạnh "Con người vừa là mục tiêu, vừa là động lực để phát triển xã hội".Vì vậy, trong giáo dục - đào tạo cần phải xử lý hài hòa giữa dạy người, dạy chữ, dạy nghề đó là những giải pháp mà bài viết đề cập đến.
ABSTRACT
The paper aims to systemize different forms of State and concepts of building the State in different conceptual and historical perspectives, which is necessary to enhance, draw and inherit ideas, lessons as well as advantages and disadvantages from scholars' works. Accordingly, suggestions are oriented towards the building of a democratic and civilized State corresponding to national characteristics, which has become an urgent need. The proposition of a socialist law-governed State of, by and for the people is theoretically and practically posed to our State (the State of the socialist republic of Vietnam) and this is currently a requirement of historical inevitability and the mission of politicians and scientists.
